April 29 2014 Oleh Tiahnybok: People must become the only source of governmental power in Ukraine

During his address to the Parliament on 29 April, the Leader of Svoboda Oleh Tiahnybok stated that Ukraine, indeed, needs a new Constitution. However, people need to know, first and foremost, when the Anti-terrorist operation will be completed, what is going on in eastern regions, why people are being kidnapped (on ethnic ground) in Donetsk and Luhansk, why officers of "Alfa" are captured, and nobody is trying to rescue them. "Maybe we should learn to apply and follow the current Constitution first, and then think about any changes?" - asked Tiahnybok.

The MP stressed that Parliament must adopt the lustration law first and should not hurry with the changes to the Constitution. "Do you think that the adoption or discussions related to the Constitution will stop separatists and terrorists? It will never happen!" - said the nationalist.

Oleh Tiahnybok also informed the Parliament that Svoboda has prepared a draft of the new Constitution and suggested the party's proposals must be discussed with the public prior to the adoption of the former.

Important points covered in the draft are: Ukraine is a unitary state (no federations or autonomies); decentralisation of government should take place (especially when it comes to the budgetary matters); the budget should be formed at the regional level and cascaded up to the central Government; at the same time, the President's power should not be compromised by this process.

The new Parliament should be elected and consist of 300 MPs (not 450). Laws should be adopted to abolish immunity of MPs, Judges and the President. Most importantly: people need to have the right not only to elect the Government, but also to revoke it. This procedure has to be included into the new Constitution. "People have to become the only source of governance in Ukraine" - summarised the leader of Svoboda.
